No Unit lead by a Personality with Personal Honor greater than two may be
assigned to an attacking army or be moved to join an attacking army at this
Province.  No Personality with a Personal Honor less than two may enter play
from this Province for the remainder of the game.  This Province cannot be
destroyed by Events.  A player who cannot win an Honor Victory cannot bring
this Region into play.

"There in the middle of the rice fields stands a simple Torii shrine to
commemorate the place where Kakita and Hojatsu proved that honor is a force
more powerful than steel."
