It occurs to me that the more unscrupulous coaches otta be able to
embez... well, er, borrow team funds to do a little gamblin with
Bookiez.  This could be a slick way to earn extra money for the team,
or it could get nasty if you bet badly.

Anyway, the way I see it, there are three main points of focus:

1.  The Line

For simplicity sake, take the Team Rating of both teams.  The one with
the higher Team Rating is the favorite.  However, there should probably
be a point spread as well.  To get the point spread, subtract the 
lower team rating from the higher, divide by 100 and round up to the
nearest whole number.

For example:  Team A has a rating of 229, Team B has a rating of 114.
The point spread would be (229 - 114) / 100 or 1.15 rounded up to 2.
So Team A would be a 2 point favorite over Team B  (If that's way
underfiguring we can divide by 50 instead of 100.)

2.  Payoffs

It's not enough that the one you bet on wins, you also have to worry
about the spread.  Thus, if you bet on Team A, Team A has to win by 2 or
more points for you to win the bet.  If you bet on Team B, Team B doesn't
necessarily have to win, if they only lose by a point, you win the bet
becuase Team A did not cover the spread.

However, there's no real garentee that a bookie will make good if you
win.  Thus, the following table submitted for your approval:

2d6:

2-4:  The bookie has left town never to be heard from again.  A new bookie
will take over the old one's territory.
5-9:  The bookie doesn't have the money on hand but offers "credit" for
future bets.
10+:  The bookie makes good on the payment.

3.  Betting on Credit

Winnings in the form of credit may be used like real money for the purpose
of making future bets.  The coach can keep trying to collect the money
each week, reguardless of wether or not a bet has been made.

If the coach wants to make a bet but doesn't have the money on hand or any
in credit, he might try to convince the bookie to loan the money.  This 
should be a simple roll.  Maybe a d6 with 1-3 being "Git lost an doan come
back without cash!" and 4-6 being "Okay, you look like yer good for it."

If the bet is lost and the coach can't pay back the loan, roll on the 
following table and subtract 1 for each 1000 coins owned:

2-3:  "Tonight, you sleep with da fishes!"  Hit men splatter the coach.
The team loses all team rerolls for the next game (poor coordination).
After that, they've adjusted to the new coach.

4-6:  "Let dis be a warning to ya!"  Legbreakers go after one of the coach's
players.  Select a random player at the start of the next match.  Roll on
the injury table for that player and place the player in the appropriate
box at the start of the match.  This player won't be able to start the
match, although could concievably show up later in the game.

7+:   "Awlright, pay me next week...  Now let's see, 50% interest compounded
weekly, this'll come to..."   'Nuff said.

as you see fit.  Also feel free to discuss any part of them, criticize, flame,
etc.  A couple things, such as the point spread, I went with assumptions.
I have not yet bought 3rd Ed. or Deathzone, however, I have lurked on the
list for some time now, so I'm not totally clueless either.
