   No. Accumulated Rulings: "The phrase "this card" in the
second-to-last sentence refers to the terrain card, not Master's Tactics
itself.

   "Will make the terrain uncounterable by generic card-countering
effects, such as Mujina Tricks. (However, Master's Tactics can usually,
itself, be countered instead.)"

   During the tournament, the judge is right. Always. Not me, not Jeff,
*nobody* overrules the judge during a tourney. Having rulings may be
nice, but in the end, the judge has to call 'em as he or she sees 'em.

rec.games.trading-cards.misc.)

The exceptions are bonuses from attached cards (card text). If it isn't
in the unit, In Search of the Future gets rid of it.

   Plus, Strict Jade is the tourney format which is least "tested" by
tournament play. The relative strengths of the clans shift considerably
in this format, methinks. I think the gap between the most and least
popular clans narrows considerably, too.

   The Shadow Redemption tournament was a nice example. According to
Jeff Kyer's data, 84 players, with 11 playing the current clan of the
moment, Phoenix. 5 with the other big one, Toturi's Army.

   Even at the height of any so-called "bandwagon," has anyone ever seen
more than a quarter or third of the "top" clans at a 30+ player tourney?

   What we have seen in L5R is that the majority of players do not play
"clan of the moment" at tournaments. There are consistently *more*
loyalists than bandwagoners.

   That said, it's true that so-called "bandwagon" clans do tend to be
over-represented in tournaments. But that's not the question asked
above.
