No. There's *always* a player with the highest honor, even if that's
multiple players tied at -19.

It's still a "maybe." When you look at the action, you don't take
into account other situations or card effects when determining if it may
or may not cause an honor loss.

Because starter decks contained reprinted cards from the basic set so
that they'd be playable. I believe starters from Shadowlands to Time of
the Void (maybe even Scorpion Clan Coup) contained a mixture of the 100
common fate cards, and a fixed set of Dynasty cards, mostly with
reprinted gold-producing holdings.
