"You cannot take actions that *would* cause Honor losses for other
players." "Would" is synonymous with "will," which means
"unconditional." If a card may -- or may not -- cause cause an honor
loss, Seppun Sensei players can use it.

That's a function of something in publishing known as "lead time."
There's an *unavoidable, insurmountable delay* between idea and putting
card with that idea in the hands of the players. If someone had the best
idea in the world for L5R, it wouldn't show up for 6-12 months.
From my (incomplete) understanding of the production process, the
cards are sent for printing before the rules (probably so that things
like colour registration can be done). Hence, the rulebook can
incorporate later changes than the cards can.
Yes, it's a problem. But the physical realities of printing prevent a
faster solution.

that prohibits or reacts to taking actions."

Yes, you can target her with Relief; you control her. No, the units
