What the rules say: "If an action gets cancelled, discard it (if it
is an action card) and consider it not to have been taken." That's it.
Nothing forbids you from doing it partway through the action.

No. You can only gain honor for bringing persnalities out in the

It is not. I just had a look at my Pearl Edition copy, and it does
not have the "Political" keyword. Nor does it *alter* an honor gain.
You were probably told it was political because Shadowlands players
can't use it. What people forget is that there are two different things
Shadowlands players can't do: Political actions, and actions that always
cause an honor loss. Breach of Etiquette falls into only one of those
categories.

You need a stronghold store willing to hold one (in the case of
global storyline tourneys).
