>a) Can you have more than one copy of a non-unique character in play?

Yes

>b) The Hidden Keep of the Assassins reads, in part, "BATTLE: Bow to send any
>Assassin Hero you control in a Battle home, bowed." Can this target bowed
>heros? Otherwise, it's seems redundant to me, since any unbowed hero can
>leave a battle by bowing.

Yes, you may target your own bowed Heroes.

>c1) Are city sections limited to 3 per deck? My girlfriend's deck for 'The
>Moto Oasis' had one City Section that only Assassins could use, and then
>four 'Jewel of the Deserts'. Since that's all she had, we played with four
>Jewel of the Deserts.

City Sections do not have card limits place upon them. They are not part of
your deck.

>c2) Are City sections considered cards, and effected by all effects that
>effect cards?

Yes.

>c3) One City section I got was the 'Thieves Quarter', which says: "You may
>not redistribute any water to or from this City Section during the end
>phase." Does that mean that if I raid someone's water reserves, I can't
>store any water on the Thieves Quarter?

Yes.

>d) Adnan is supposed to be Raid '-1', not Raid '1', right? It's a little
>difficult, just looking at the card, to decide if the - is supposed to be a
>separator or a sign. Might have helped if there was a space.

That's correct. It's a minus sign. It'll look better on the reprint.

>e1) The Tale of the Last Raid says: "Play when one of your Heroes destroys
>an opposing Hero during a Raid." This is going to require a card effect,
>right, since Heroes are not normally destroyed during a raid.

yes.

>e2) Contest of Wills says: "Reaction: Immediately before the Fate Values are
>revealed in a Raid, your unbowed Hero challenges the opposing Hero to a duel
>which may not be refused. If the Raiding Hero wins, the Raid continues as
>if this city were undefended. If the Defending Hero winds, the Raid is
>unsuccessful." Since the defender is declared for a Raid with it's fate
>card face up (ie, after it's revealed), when should this card be played? I
>would think before the Attacker's fate card is played... but I dunno.

>e3) Would the duel from Contest of Wills destroy a hero? It doesn't
>explicitly say it doesn't, and by L5R logic that means that the loser would
>die. (These are tied together because I want to use CoW to play TotLR)

Yes

>f) Wisdom of the Stars reads: "Reaction: Play immediately after you engage a
>Hero. Increase the damage inflicted by the Hero by 2. Reduce this Hero's
>Ka by 1 pernamently." If the Hero this is used on only has 1 Ka, does the
>damage from the Engagement still happen, or does his death prevent the
>damage. On page 68 of the rulebook, it says "As soon as a Hero is
>destroyed, it goes into your Buried Discard Pile. There are no 'parting
>shots' in Legend of the Burning Sands, and any effects which would have been
>produced by a Hero had it survived do not take effect."

The engagement would still take effect, but your hero would die immediately
after you played the card.
