Thought I'd answer some questions, give some feedback, boast, etc... On to
the fun.

Duqaq's is definitely the most popular way to get extra water and expand to
5 groups. I personally don't use any though. In my Qabal deck I use two
Thieves Quarters, Two Jewels of the Desert, and one River Quarter. I don't
even use a merchant quarter (although I might put one of these in, I'm still
looking at it). I know it's prbably weird that I use Jewels of the Desert,
but I have a fairly unusual play style. I spend all the tokens from the
Thieves quarter first. Then, later in the game, I almost always use the
Jewel's special ability and put all of my water tokens on that Section to
protect myself from raids. This leaves me with only having to keep one
unbowed hero to defend, while I can raid freely (or bow to use some night
actions). Ideally, I get the anti-raiding fortifications going on that space
as well. I have lots of other stuff in the deck now that supports this
method and it's proven very effective to date (0 losses!). The key is that I
have a lot of cheaper heroes and high fate value cards so that I can soak
damage with the best of them to protect myself from losing city sections -
helps with deuling to (that and I give my little guys all the berzerk
trait...)

Yes they are.
The cards in Black Hand Black Heart look really good. It should spice up the
mix here. So that you all know, we have another release planned for March 99
called "Blood and Ivory", then we have the basic set coming out next Jun
(along with a "learn to play" booster). Then a release in October of 99.
