     Players were supposed to have BEEN TOLD THAT up front.  It
wasn't a great hidden secret that the smart managed to "get wise
to" anyway.  The word wasn't spread as fast as it should have
been.  That, plus many people it did reach, customer and retailer
alike, either refused to act on it or didn't realize the
magnitude of the change until they experienced it first-hand.

     FRPG *knew* customers would end up buying less per expansion
than they used to.  That was the *point*.  Rolling Thunder was
designed to address one of the primary issues believed at the
time to be holding back potential new customers:  the amount
of money needed to jump into the game from scratch with a
competitive quantity of cards.

     Check my .sig at the end.  It has the most recent rulings
that currently exist.

     Yes.
