Go by the wording on the card. The Region is destroyed first,
then the Province, so the Region can't save it.

The ruling was correct. Ambush is, in fact, that strong.

That's because "adding +2" is cumulative, regardless of whether

Bowed cards and Strongholds cannot normally take/perform/produce
any actions at all. This is in the rulebook, at least regarding
cards.
