     From the FAQ:

] There are two conditions every Open and Battle Action has to satisfy:
]
] 1) You must either have a unit currently in that battle, or else be using an
] action which will give you a unit there or which says it can be used without
] units.
]
] 2) The action must be relevant. It has to come from, target, or affect
] something in the battle or on the Province (or the battle or the Province
] itself), or else move something into the battle.

     The net result is this: if you're raising the strength of the
current Province, Koishi himself does not have to be present to
satisfy rule #1, but you still need *someone* there -- maybe Koishi,
maybe someone else, it doesn't matter -- to satisfy rule #2.

>#1. We have a player using the old Shadowlands stronghold (Yogo Junzo's

     Dave has told me repeatedly it's legal. I'm still not completely
clear on why, as I don't physically have an Honor Bound rulebook.

>#2. Is there an official interpretation of this part of the Shiba-Phoenix

>
>So, should this be interpreted that if the Phoenix plays 2 "Flee the
>Darkness" in diferent turns, that both may be returned to their hand
>immediately after use? Meaning, does the restriction that "You can't use
>this ability twice with the same Kiho" mean "the same named Kiho" or does
>it mean "the same physical card."

     The physical card. This is in the FAQ.
