He should say "cast", not "attach". So, no, he can't.

There are no special game rules for curses. It's just a trait
for other cards to interact with. You can have Heroes that cast
curses for free, for instance.

Yes and none, though there is an Item in Episode 3, "Words
of Sand", that lets you attach and cast a non-jinn, non-Buried
spell over and over.
