     True, but note here that you're producing gold "to put this card
into play".  "This card" is Out of the Shadows, which is an Action
card.  Changing the costs of followers doesn't help it, nor does Bushi
Dojo.  It's also not a Ninja card, so there's no stronghold discount.

     My gut reaction was to say "no", but Oni no Ugulu says "into the
same PROVINCE", not "into the same BATTLE".  Now, in the context of
the Attack Phase, these two terms are usually synonymous, but I don't
think even I could assert "'IN the Province' doesn't mean 'in the
PROVINCE'" and get away with it, and Hizuka is most clearly in the
Province already.

     He can come into play.
