The decison is an agreed one between Brand and DCI actually.
Now as to whether we could change it...yes. Should we?
There are a number of problems that I'm sure will be brought up in any
discussion on the matter, but let's talk about it?
Here are some possible questions:
1) What constitutes a clan? How should it be determined? What about
Sensei's? Are Kolat a clan?
2) Should we distinguish families from clans?
3) Could we have breakdowns within clans?
4) Since some "clans" don't have minor clans within them, or families -
should they be dealt with differently?
Note - this is a Brand / DCI matter that I alone am not responsible for and
Brand may have a different view (and I'm open at this point).
Note2 - this is not a vote. It's a discussion.
