Sanctioned events must be open to any participants. You cannot have a
sanctioned event that is not.
WotC reserves the right to sanction events based upon limited invitations
that it holds, etc... (See Warlord Tournament at GenCon and Finals for
Battle at Oblivion's Gate).
Sanctioned events also must meet certain size restrictions - of which two
people is just too low :)
