Not having written it either, I would take it to mean that Ninja are thought
to be a myth and that its actually the Scorpion.

Kinda like saying Santa Claus in a myth and everyone believes its parent of
children. To charge that Santa Claus broke your toy would be to be laughed
at as everyone knows it was a parent.
