The art commissioning and all the physical production specs are handled by
WotC. Likewise, the marketing efforts, organized play administration, brand
management, licensing, and pretty much everything but the design of the game
and story has been handled by WotC.

The relationship from the beginning has been basically to let AEG do what it
wants. They design the game, they set the story, and (formerly FRPG, now)
WotC reviews the stuff. They keep us abreast of the story, and we look it
over to ensure that it doesn't violate any brand dictates. But pretty much
we've been letting them run with it.
Basically, AEG is under contract to design and develop the L5R intellectual
property. We set product specs, and occasionally steer them away from places
we don't feel the game or story should go.
So, for example, in HoR, WotC set the specs (really cool 27-card set with
story books that tells the stories of cool heroes from across Rokugani
history) and goals (one personality from each clan, powerful but not
imbalanced cards). Dave designed the cards, Ree wrote the stories. We gave
it the stamp of approval and away it went.
