discarding the cards is part of the COST of issuing the challenge. As
per the rules for paying for a card "if you try to put into play a
card that you cannont afford, the card goes back into your hand." So
if the challenger (your ally) will not pay the cost, the action goes
back into your hand.

Let me step in and reinforce Zen's point. No ruling change has been
made on Seppun Sensei.
