Well, that would be why we made it bigger at the bottom, with extra
commons, rather than at the top with extra rares. There are still
only 100 rares in the set. Just a lot more commons, and some more
uncommons (in the decks). Cards that appear with frequency in the
decks aren't being packed into the boosters to free up more space in
the packs.
