To start, ambition isn't a weapon...
...but for the sake of explanation, we'll pretend it is:

Any time that a stat is "switched" or "set equal to", that is
short-hand for "apply bonuses and/or penalties such that...".

In this case, the Personality is getting a bonus to his or her stat
until the force is equal to an opposing Personality. That bonus is
then doubled by the tattoo.
