Hmmm... it seems to me that Stefan is correct. Martyr should be able
to target Occult Murders.

How about this for a rule of thumb - The rings work in all ways AS IF
they were actions, but are not in fact actions. They act entirely
like actions, but their effects are not actions and they cannot be
targeted/affected by things that target/affect actions.

How's that?
