The reason there are 13 people there is because of the following:

1) I wasn't perfectly clear in posting the following, I will break this
down item by item to try to make it more clear.

Tournament Eligibility

All players are eligible to play in the preliminary battles as long as
they are not currently qualified to play in the final
 battle on Sunday.

Qualified Players for the Final Battle

>Winner of each "Kotei Emperor" tournament.

These are not yet posted, but will be by Monday.

>Top lifetime-ranked player from each Clan.

This is exactly what it posted on the website and what I posted to the
list. I realize you have problems with the "lifetime" aspect of invites,
as do I. However, this is the last year where players will be invited
based upon lifetime points.

>Top 10-ranked players based on their best six finishes from the last six
months (December 15 to June 15).

Here is the first part of that 13 player list. The actual list consisted
of these 10 players:
	Dionisto Barrasa	637	41 Barcelona
	Sergio Martin	443	38 Barcelona
Eric Wiener	440	27	Crane	Hollywood, FL
	David Ubeda	406	42 Barcelona
	Daniel Metaute	399	48 Barcelona
Jim Beck	346	29	Phoenix	Ft Lauderdale
	Jose Santos	339	38 Spain
Joseph Italiano	288	36	Crab	Mitcham, Victoria, AU
Mark Wootton	287	22	Crane	Strathmiglo Fife, UK
Raul Caballero	281	33 Viladecans, Spain

>Top-ranked player from each Clan based on their best six finishes from the
last six months (December 15 to
>June 15). (Invitation doesn't pass down if the player is already invited.)

This second part of the 13 had the folowing players:
Joseph Italiano	288	36	Crab	Mitcham, Victoria, AU
Eric Wiener	440	27	Crane	Hollywood, FL
Vaughn Dendanian	134	25	Dragon	North Carolina
Shawn Hill	122	12	Lion	Largo, FL
Vaughn Dendanian	218	19	Naga	North Carolina
Jim Beck	346	29	Phoenix	Ft Lauderdale
Ray Daugherty	209	16	Unicorn	Latham, NY

Please note, that players who had not played in at least 6 events within
the 6 month window were not added to this list. Therefore, there are
only 7 clans represented in this list. Now if you'll notice the overlap
on these two lists, you'll see why the list ended up at 13 players.

>Top 16 players from each preliminary battle of the "War in the Heavens"
tournament.

This happens at GenCon.

>Top Clan player from each preliminary battle of the "War in the Heavens"
tournament. (Invitation doesn't pass
>down if the player is in the Top 16.)

This happens at GenCon.

>Two random players from each preliminary battle of the "War in the Heavens"
tournament, who finish all the
>rounds of the segment.

Yep, you guessed it, this too, happens at GenCon (seems like a trend,
doesn't it? :-)

We did do both. If the explanations above were not clear enough, please
feel free to email me directly and I'll try to make it more clear.

But, you won't have to worry about that because this is the last year in
which seedings will be awarded based upon lifetime rankings.

Hope that helps.
